Joshua Hedrick Appointed to Tennessee Supreme Court Appointed Counsel Commission

Knox Defense is proud to announce that partner Joshua Hedrick has been appointed by the Tennessee Supreme Court to serve on the Office of the Appointed Counsel Commission (OACC), a newly established body created under Tennessee Supreme Court Rule 56.

The Commission, which announced these appointments on April 2, 2026, is tasked with helping ensure effective legal representation by appointed private counsel for individuals who cannot afford an attorney in criminal defense and child welfare cases. Its formation represents a significant development in how indigent representation is administered across Tennessee.

A New Commission with Statewide Responsibility

The Appointed Counsel Commission is composed of nine members—six practicing attorneys and three judges—representing Tennessee’s Eastern, Middle, and Western Grand Divisions. Mr. Hedrick joins a select group of legal professionals chosen to help shape the structure and function of this new statewide initiative.

In announcing the appointments, Chief Justice Jeff Bivins noted that the Court “appreciates the members’ willingness to serve at this early stage,” emphasizing that establishing the Commission will require “significant time and commitment.”

Justice Mary Wagner, the Court’s liaison to the Commission, also recognized the importance of the work ahead, noting that the selected members “care deeply about improving indigent representation and are committed to serving in this new capacity.”

A Strong Voice for East Tennessee

Mr. Hedrick’s appointment ensures that East Tennessee is represented by an experienced criminal defense attorney with a deep understanding of trial practice and constitutional protections.

Knox Defense partner Jonathan Cooper noted the broader impact of the appointment, stating that Mr. Hedrick’s role will “give all of us in East Tennessee assurance that our concerns related to adequate indigent representation will be addressed.”

Mr. Hedrick’s practice has consistently involved complex criminal litigation and high-stakes defense work. His experience positions him to contribute meaningfully to discussions surrounding access to counsel and the practical realities of indigent defense.

Strengthening the Right to Counsel
